William Franklin Rothrock (went by Frank) was the fourth of six known children of Charles Francis Rothrock (1812-1902) and Levina Beyl (1824-1906), who married 11 May 1839 in Pennsylvania.

Frank married Sarah Mann (1850-1942) on 04 Jul 1870 in Pennsylvania. Frank and Sarah were the parents of five known children, namely:

1. Edwin Albert Rothrock (1873-1940)
2. Charles Francis Rothrock (1875-1962)
3. Harry Mann Rothrock (1877-1962)
4. Gertrude Rothrock (1879-1881)
5. Robert William Rothrock (1882-1965)

In 1880 Frank, Sarah and children Edwin, Charles, Harry and Gertie were living at Dickinson County, Kansas. In the 1895 state census the parents, Edwin, Charles, Harry and Rob were living at Wellington with Frank working as a railroad engineer and Charles as a harnessmaker. In 1900 the parents, and sons Harry and Robert, were living at Wellington, Sumner County, Kansas. In 1910 Frank (a stationary engineer) and Sarah were living alone at Topeka, Shawnee County, Kansas. Sarah said she was the mother of five, four living. In 1920 Frank and Sarah were living alone at Wellington, Sumner County, Kansas.
