Joseph "Joe" Dunlap was born on the Dunlap homestead west of Luling, Texas, the son of W.P. Dunlap and Nannie Dunlap. His parents moved to Caldwell County from Alabama around 1860. He was part of a large family of nine children.

He married Jennie Walker 7 Nov 1894 and had three children. He was a popular Luling businessman and sold his business in 1914 to become an employee at the Walker Bros. and Co. department store on Davis Street in Luling.

He died in Feb 1937, two weeks after being run over by a car and sustaining serious injuries.
