Francis was one of six known children of Loretta M. Rothrock (c1836 - c1882). It is not believed that Loretta ever married and it is unknown who the father of her children was.

Francis married Sarah Ann Welch (1858-1900) on 23 Dec 1886 at Forsyth County, North Carolina. Francis and Sarah were the parents of four known children, namely:

1. Robah Francis Rothrock (1890-1964)
2. Flora Belle Rothrock Huff (1891-1924)
3. Mitchell Noah Rothrock (1894-1963)
4. Curtis Joseph Rothrock (1896-1968)

After Sarah died, Francis remarried to Sarah's niece, Victoria Virginia Welch (1873-1950) on 21 Nov 1903 at Winston-Salem, Forsyth County, North Carolina. Francis and Victoria were the parents of six known children, namely:

5. Mamie Christine Rothrock Reid (1904-1959)
6. Stokes Clarence Rothrock (1905-1976)
7. Lillian Alberta Rothrock Reid (1906-1980)
8. Burton John Rothrock (1908-1984)
9. Treva Loretta Rothrock Kimball (1914-2009)
10. Lema Frances Rothrock Simmons (1916-1996)
