Manning was a carpenter. He was the son of David and Elizabeth Oldham Jackson of New Jersey with siblings: James, Phebe, Jefferson,and David. Manning married Tabitha Rees on 7 August 1865 in Wood County. Before 1890, they moved to Estesburg, Kentucky where they remained through 1910 before moving back to Wood County.
