Elton Oscar Bartlow was born to James Newton Bartlow and Flora May Gray. He was the eighth child of ten born to this union.

Elton married Ella Helman 25 December 1917 in Mt. Gilead, Morrow County, Ohio. No children.

He served in WW1 with MG Co 329 Inf. Part of the 83rd. Infantry Division in Europe from September 5, 1917 to 15 February 1919. Rank, Cpl. He returned home on the Ship Grampian to New York Harbor, February 1919.

He was an educator and draftsman. Worked for the Ohio Department of Education in Columbus, Ohio.

Ella died in 1945 and he married Florist Mitchell abt. 1955 in Delaware, Ohio. She died March 8, 1978 in Delaware, Ohio.
