U.S. Congressman, U.S. Senator. Graduating from Northern Indiana Normal School, he taught school (1874-80), engaged in journalism (1880-84), was secretary of the National Anti-Monopoly Association in 1883 and president of the board of Indiana University, in 1884. Entering politics, he was elected as a National Anti-Monopolist to the Forty-eighth Congress to fill the vacancy caused by the resignation of William H. Calkins, serving (1884-85). After his term, he graduated from the law department of the University of Michigan in 1886, was admitted to the bar and commenced to practice law in South Bend, Indiana. He was again elected as a Democrat to the Fiftieth, Fifty-first, and Fifty-second Congresses, serving (1887-93). Not a candidate for re-nomination, he resumed the practice of law and was elected as a Democrat to the United States Senate, in 1909 and served until his death.
