Francis was the son of John Douglas Red, Sr. and Christiana Frey. He was a farmer, and his father was a circuit clerk in Calhoun County, Illinois.

Francis was a member of the 35th Illinois Infantry, Company A during the Civil War. The unit was organized at Decatur, Illinois on 03 Jul 1861. They then moved to Jefferson Barracks in St. Louis, Missouri where they mustered in on 28 Aug 1861.

The 35th was assigned to Jefferson City, Missouri in September and then joined General Fremont's Campaign against Springfield, Missouri in October and November.

They moved from Springfield to Rolla, Missouri in mid-November 1861 and remained on duty there until January 1862. They were part of Curtis' Campaign in Missouri and Arkansas. They joined in the pursuit of General Price through February.

The 35th fought in the famed Battles of Pea Ridge in early March 1862. After moving into Tennessee, they were part of the advance and siege of Corinth, Mississippi in late May.

They were in Kentucky while in pursuit of General Bragg in September and October 1862. They participated in the Battle of Stone River at the end of December into early January 1863.

The 35th was involved in various reconnaissance missions and operations during the spring and summer of 1863. They fought in the Battle of Chickamauga in Georgia that September, as well as the Siege of Chattanooga.

Francis' unit took part in the demonstration on Rocky Faced Ridge in May 1864. They fought in the Battle of Resaca in May. Battles near Dallas, New Hope Church, Allatoona Hills and Pickett's Mills followed.

The 35th was part of the famed Siege of Atlanta from 22 Jul 1864 until 25 Aug 1864. They were then assigned to return to Chattanooga, Tennessee. By the end of August, they were sent to Springfield, Illinois.

After 3 years of service, they were mustered out on 27 Sep 1864. The regiment lost 267 men during their time in service. 98 died as a result of wounds suffered, while 169 died of disease.

Francis was a private when he was mustered out of the Union Army. He returned to Calhoun County, Illinois and lived with his widowed father.

Francis returned to his work as a farmer. At the time of his death, he was 27-years-old.
