Henry James Blount was born to John Blount and Eliza Chapman in 1859. In 1880 he married Eliza Ann Whitmore and they made their home in Derby. Henry James Blount owned and operated a store on 17 Pear Tree Road, called "The Little Dustpan", selling china, furniture and various household items.

He had one biological daughter, Clara Whitmore Blount, and adopted and raised Henry James Whitmore Blount and Elizabeth Whitmore Blount, both children of his wife's brother.

He served as Councillor for the City of Derby and was also secretary of the Pearson Fresh Air Fund, and organized for more than 60,000 local boys and girls to pay visits to the seaside and the country.
