He was born Jan. 26, 1929, in Idaho Falls, Idaho, to Daniel and Mary Ethel Garner Simmons. He attended school in Ucon and Rexburg, where he graduated from Madison High School. He also attended Ricks College.
He married Joyce Siddoway on March 20, 1952, in St. Anthony, Idaho. Their marriage was solemnized Nov. 12, 1965, in the Idaho Falls LDS Temple. As an active member of The Church of Jesus Christ of Latter-day Saints, he served as Bishop of the Teton Ward.
He served in the U.S. Air National Guard. He served his community in many capacities: mayor of Teton, member of the Fremont County School Board, member of the Fremont County Planning and Zoning Commission, and a longtime active member of the Republican Party.
He was a longtime area farmer, had also worked as an employee of Vern & Ferrel's and was a "go-fer" for Erickson Pontiac.
Garner loved music and singing and was a member of the Melody Men, who sing with the Mello-daires. He lifted spirits at many area funerals as a soloist.
He loved hunting with his sons and grandsons, loved a good joke and had many friends, and loved golfing, flying and meeting new people. He especially loved his family.
He is survived by his children, Stephanie (Chesley) Blackham, Brad (JoAnn) Simmons, John (Chauntel) Simmons and Frank (Teresa) Simmons; 15 grandchildren; 17 great-grandchildren; and a sister, Virginia Gallup.
He was preceded in death by his wife, Joyce; his parents; and a sister, Mary Dee.
