SCRUGGS, Judge JOEL D.
Judge Joel D. Scruggs was born in 1850, at Holly Springs, Marshall county, Mississippi, but he left there when a lad of sixteen for Prairie county, Arkansas, and after ten years there he came to Texas. His interests since that time have been associated with those of the Lone Star state, and he has proved one of her true and worthy citizens, particularly well known in his home town of Menardville as a pioneer and as a successful representative of its bench and bar. His first residence in this state was near the city of Austin, but after living there a short time he moved to the town of San Marcos, and in August of 1879 he came to Menardville and established his permanent residence here.

Judge Scruggs first studied for the medical profession, but later he decided upon that of the law, and since his admission to the bar in 1895 he has followed exclusively the profession of the law. In 1888 he was elected the judge of Menard county, and through all the intervening years to the present time he has been returned to that office with each succeeding election, and he is also ex-officio county superintendent of schools. In connection with his law office he has the leading fire insurance agency of Menardville. During several years of his early residence in Menardville he was connected with various county offices, including those of county treasurer, deputy county clerk and justice of the peace.

In this city Judge Scruggs was married to Rosa L. Gay, a daughter of the late Colonel Thomas A. Gay, a widely known citizen and for many years the clerk of Menard county. He was also extensively known through his dealings in race horses. Judge and Mrs. Scruggs have three children: James W. and Thomas A.
