Survived by his wife; four children: Kent Riggs of Springfield, Clarence Riggs of Santa Ana, CA, Mrs. Lester Penick of Carrollton, and Mrs. Frank Corrington of Jacksonville; three brothers: Walter Riggs of Jacksonville, Charles Riggs of Jacksonville, and Herbert Riggs of Murrayville; and three sisters: Mrs. Clinton Million of Murrayville, Mrs. Basil Ketner of Jacksonville, and Mrs. Charles Roberts of Jacksonville.

Retired farmer. Held two terms as Morgan County Clerk. Held one term as assessor and treasurer.
