Joseph was the son of Charles and Anastacia(or Eustacia) Gregory Rawlins. He married Sallie McManus(McManise on their marriage record) on January 5, 1817 in Orange County, Indiana. They had at least 10 children. Joseph was a successful merchant.
Joseph's father died when he was 4, and he was then reared by his uncle, Roderick Rawlins. Joseph, a brother and their uncle moved to Indiana about 1812, and lived in Orange County, Indiana for 5 years. They had previously lived in Bedford County, Tennessee.
In 1826, the county seat of Lawrence County had been moved from Palestine to a new location a few miles away. This new seat needed a name, and it was Joseph Rawlins that suggested the name Bedford after Bedford County, Tennessee.
