Son of John Floyd and Laura Belle (Waddell) Sparks
Married Amelia Ann (Fletcher) Sparks on October 12,1913.
She was the daughter of Jerry and Sarah (Alderson) Fletcher.

He attended the Regular Primitive Baptist Church.

Charles A. and Amelia Ann (Fletcher) Sparks, donated the land for the Little Perry, One Room School House. The school opened in 1925 and it closed in 1955 and consolidated with Haldeman School. Both schools were located in Rowan County, Kentucky.
The school building is now, home to The Regular Primitive Baptist Church.
