Eugene R. Woolbert was born on 6 November 1867, in Reeders, Monroe, Pennsylvania. He was the son of Charles and Melyann Woolbert née Boyer. His mother's name has also been recorded as Amelia Ann.

In July of 1870, Eugene was living in Jackson Township, Monroe, Pennsylvania and included in the 1870 census. He was living in his fathers household, which was a farm valued at $1,500, their personal estate was valued at $400, both his parents were marked as not being able to read or write. His siblings were Mary E. Aged 4, and John aged 1.

On 16th June 1880, Eugene was included in the 1880 census for Jackson Township, Monroe, Pennsylvania. He was living in his fathers household. His father is listed as a farmer. He lives with his parents, and siblings; Mary aged 14, John aged 11, Charles aged 9, Simon aged 8, Daniel aged 7, Jacob aged 6, William aged 2, and Emma J. Aged 3 months.

On 3 March 1886, 18-year-old Eugene married 20-year-old Minerva Altemose. They were married in Columbia, Warren, New Jersey.

Sometime after their marriage, probably in 1887, since their daughter Jane was born in Washington Territory in 1888, Eugene and Minerva went to the Pacific Northwest. It isn't known how they got to Washington territory but the likeliest is they took a train since the railroad boomed in the 1880's. The could have took a train to Minnesota and from Minnesota took a train to Yakima, and from Yakima went on to Seattle.

The first record of Eugene and Minerva in the Pacific Northwest is the 1889 Skagit County census. This was taken on 1 April 1889, he is listed as white, male, and aged 21-years. Minerva is listed as 21, and daughter Jane is listed as being 1, and born in Washington Territory. Eugene also appears in the city directory for the same year and is listed as a laborer.

Over the next couple years, Eugene and Minerva would become the parents of 6 children. These children were Jane born in 1888 and died before 1900, Melyann born in April of 1889, a still born daughter was born in November of 1892, Arthur in June 1895, and twins Joseph and James in January of 1898.

According to the 1898 city directory, Eugene was living in Seattle at 1121 Plummer. He was listed as being a Bridge Foreman.

On 5 June 1900, Eugene appears in the 1900 federal census. He is living at 1107 Lane Street, Seattle, Washington. He and Minerva were porn in Pennsylvania as well as he 32, his wife 34, they had been married 13-years, had 6 children, four were still living, he worked as a bridge foreman and owned their home free and clear. Also in the household are Annie, Arthur aged 4, twins James and Joseph aged 2. His brother Jacob woolbert aged 23 and brother-in-laws Robert and Wilson Altemose ages 26 and 22 are also living in the house.

During the years 1904 and 1905 and 1907, Eugene was also included in the city directory. This time his address was listed as 909 Lane with the occupation of Bridge Foreman.

In the 1924, City directory for Seattle, Eugene and Minerva are listed as living at 4259 8th av NE, and he gives his occupation as bridge foreman.

On 9 January 1930, Eugene became a widow when his wife of 43-years and 10- months passed away. She passed away in their home of Cerebral apoplexy and was 64-years-old.

During the 1930 census, Eugene lived at 4259 8th Avenue N.E. in Seattle, Washington. Eugene owned their home, and it was valued at $3500. That's $55,969 in today's dollars. In 1930, Eugene wasn't attending school. He was able to read and write. The census worker recorded Eugene's occupation as: foreman.
