Hugh Dale Jennings enlisted in the Marines on 5 November 1940 at Oklahoma City, and was sent to basic training at Marine Corps Recruit Depot, San Diego. Upon completion of basic training, PVT Jennings was designated for transfer to the "Asiatic Station," boarding the USS Chaumont in San Diego, and sailing on 15 January 1940 bound for the Orient. PVT Jennings was assigned to Company D, 1st Battalion, 4th Marines.

On 29 September 1941 PFC Jennings and his company boarded the USS Henderson in Shanghai, China, and departed for Manila the following day. Upon arrival in the Philippines, PFC Jennings was assigned to Company A, 1st Separate Battalion, at Cavite Navy Yard, just south of Manila. With war looming, Roosevelt ordered the Navy to evacuate 4th Marines as a whole from Shanghai, which was completed by mid-November 1941.

PFC Jennings was taken prisoner 6 May 1942 when Corregidor Island fell to the Japanese, and US forces were compelled to surrender. PFC Jennings was killed 24 Oct 1944, aboard the Japanese ship Arisan Maru, which was transporting 1,783 Allied POWs to China and Japan.

The Arisan Maru was attacked by a US Navy submarine, which was unaware of the prisoners aboard. The Japanese crew abandoned ship, leaving the prisoners to their fate. Only nine of the POWs survived. Of the 1,487 members of the 4th Marines captured on Corregidor, 474 died in captivity.
