Son of Mr. & Mrs. George Masters who resided in Philadelphia, Pennsylvania.

Husband of Dorothy Mae Gurlin Masters who resided in Festus, Missouri. They were married in 1938.

Franklin served as a Machinist's Mate First Class, U.S.S. Astoria (CA-34), U.S. Navy during World War II.

He resided in Maryland prior to the war.

He first enlisted in the Navy on December 4, 1935 in Philadelphia, Pennsylvania. He was honorably dis-charged from the Navy on November 25, 1941 in Pearl Harbor, Hawaii. He re-enlisted the next day in the Navy on November 26, 1941 for four years.

The U.S.S. Astoria, in what would be known as The Battle of Savo Island, was hit by Japanese salvoes that ripped into her superstructure, turning her into an inferno amidships. In quick succession, enemy shells put her No. 1 turret out of action and started a serious fire in the plane hangar that burned brightly and provided the enemy with a self-illuminated target. Suffering from the effects of at least 65 hits the Astoria finally sank.

Franklin was declared "Missing In Action" in this battle during the war.

He was awarded the Purple Heart.

The Astoria had a total loss of 219 men and earned three battle stars during World War II.
