William Carter was the son of Savery S Carter and Etta McDonald Carter.

He enlisted in the US Army Air Corps and achieved the rank of 2nd Lt. He was a fighter pilot with the 20th Pursuit Squadron 24th Pursuit Group stationed in the Philippines.

William died in the Japanese POW Camp ~ Osaka Main Camp, Chikko, Osaka, Japan 34-135 ~ 7 months after the Bataan Death March had ended.
