Melvin served as a Second Lieutenant & Co-Pilot on B-17 #42-38143, 49th Bomber Squadron, 2nd Bomber Group, Heavy, U.S. Army Air Force during World War II.

He resided in Washington County, Ohio prior to the war.

He enlisted in the Army Air Corps on December 4, 1940, prior to the war, at Fort MacArthur, San Pedro, California. He was noted, at the time of his enlistment, as being employed as a Filling Station Attendant and also as Single, without dependents.

Melvin was declared "Missing In Action" when his B-17, while on a mission, collided with B-17 #42-31823 and crashed into the Adriatic Sea off Italy during the war.

He was awarded the Purple Heart.
