William was born in Leesburg, Cumberland County, Pennsylvania. (Leesburg is also known as Lees Cross Roads).

There was a military stone placed in Spring Hill Cemetery, Shippensburg, PA, with his name on it although he is not buried there. His parents' names are on the back of the stone and they are buried there on the plot.

The stone in Spring Hill has some discrepancies - it has his birth year as 1894 (although on his WWI draft registration he put 1893) and it has his rank as Cpl. instead of Pvt.
