Judd Bulger was a brother to Camp Bulger
and together they owned and operated Bulger Motor Company in Carterville, Missouri. It has been a long-time business located on Main Street in Carterville, now operated by Judd's nephew Mickey.

Judd was one of Jehovah's Witnesses, belonging to the Webb City Congregation located in Carterville. He and Camp made available the land that the Kingdom Hall was built on in 1989 on South Pine St.
The Bulger Brothers were known for their personal deals made on autos since before WW II, taking whatever anyone had in on trade or personally carrying the note to allow people that had hit on hard times to own a car, especially if their credit had gone bad. Many people bought cars from them because they were known for selling dependable used cars and standing behind their sales.

Judd and Lila had no children but were survived by several nieces and nephews and a large spiritual family of friends.
