Jacob B. Allen was the son of Samuel & Henrietta E. "Hetty" (Nailor) Allen. In 1860, he was a farmer living with his family in Mifflin Township, Cumberland County. By 1864, he stood 5' 11" tall and had dark hair and dark eyes.

A Civil War veteran, he enlisted in Newville, Cumberland County, August 29, 1864, mustered into federal service at Harrisburg August 31 as a private with Co. H, 202nd Pennsylvania Infantry, and honorably discharged with his company August 3, 1865.

After the war, he married Lucinda E. Whistler and fathered A. Lurina (b. @1867), Pearl A. (b. 05/??/69), T. Valaria (b. @1871), Eleanor Mertena (b. 01/??/73), Viola Lewela (b. @1876), and Lula Alda (b. 11/12/80).
