The senior Briscoe served as Chairman of the Texas Racing Commission during the administration of Governor James Allred (January 15, 1935-January 17, 1939), and later served two terms as President of the Texas and Southwestern Cattle Raisers Association where during his tenure, he led the association's protest against the weighing of cattle in intrastate shipments, promoting cattle-theft protection, and lobbied for lower commission costs and more field inspectors. He also served on the Uvalde City Council, was director of the Federal Reserve Bank of Dallas; vice president of the National Finance Credit Corporation of Texas as well as vice president of the Texas Livestock Marketing Association. He was also the descandant of Andrew Briscoe.
