Joseph M. Phelps was born in Alpine, Utah, October 29th, 1861. In the summer of 1864 he with his parents moved to Bear Lake county and located at what is now the city of Montpelier. In the fall of 1888 he married Miss Mary Osborne of Montpelier, and of this union five boys and three girls were born, six of whom survive him.
