He was born on July 23, 1917 in Neoga to Carl D. and Edna A. Bingaman Richardson. He married Alice Evelyn Wilson on Nov. 23, 1939 in St. Charles, Mo. She passed away on Dec. 8, 1979. He later married Esther E. (Hill) Welton on Jan. 5, 1981, in Toledo. She passed away on Oct. 13, 1992.
He is survived by two stepchildren, Arthur Welton and wife Vickie of Neoga, and Paul Welton Jr. and wife Kara of Mattoon; two stepgrandchildren, Tyler Welton of Trilla and Emma Welton of Mattoon; nephews, Jerry L. Lambert, Esq. and wife Connie of Flossmoor and John Lambert and wife Leyla of Champaign; nieces, Carole Parr and husband Lawrence of Chesapeake, Va., Norma Jean Bailey and husband Jim of Danville, Diane (Schooley) Hilborn and husband Jack of Leesburg, Fl. and caregivers, Beulah White, Linda White and Lowell Smith.
