Stephen was born in Hopewell Twp., old Hunterdon (now Mercer) Co., NJ, the son of David Blackwell and Jemima H. Burroughs. He married first to Permelia V. Blackwell (a third cousin) on 5 Oct. 1831 in old Hunterdon Co., NJ. He married second to Francina A. (Hunt) Jewell on 3 Feb. 1841. There were three children from each marriage.
He lived in what is now Hopewell Borough, where he continued his father's general store.
