Mr. Moss was the son of the late James Elmer and Ollie Jane Breeden Moss. He was married to Marion Sisson Moss.
Survivors include his children, Jane Milne and husband John of Richmond Va., John Moss and wife Kathy of Va. Beach, Ruth Bek, widow of Joel Bek, of Seaboard and Betty Silver and husband Robert of Va. Beach; grandchildren Martha, Elizabeth and Jennifer Milne, John Robert and wife Erin, Thomas and Katherine Moss, Michael, Marion and Ruthann Payne, and Joshua, Christopher and Kaitlyn Silver; great-grandson, Henry Finas Payne; sister Jane Merrill of Springfield Ill.; and brother Everett Moss of Petersburg, Ill.
