He graduated from John Marshall High School and attended the University of Richmond prior to being called to the U.S. Air Force to serve and defend his country in WW II. After the war, Joe, his wife and daughter moved to Ohio, where he had a sucessful business as an independent milk hauler and where his second daughter and a son were born. He was a 32nd degree Mason. Returned to their Virginia home in the early 1970's where Joe became a real estate appraiser and tax assessor for the city of Franklin, Southampton County and the city of Emporia, where he eventually retired in 1998. Survived by his wife, two daughters,one son and one sister.
