Howard was the son of Thomas Francis James and Emma Howard. His father was a mining geologist and consultant. Howard and his father traveled around together mining during Howard's teenage years. At one point they discovered and staked their claim on a turquoise mine in Nevada. In 1919 Howard started working for the Los Angeles City Fire Department. He studied for and passed the California Bar Exam in 1924. He became a lawyer so that he could sue the fire department to get better hours for the firemen; he won. He practiced law on his days off from the fire department and continued his law practice until he retired in the early 1970s. He retired from L.A. Fire on March 16, 1940 from Engine Company 43.
