Elisa was the daughter of Lewis Wilson and Molly (Wenineger) Brooks. She married Byron E. Neve on April 20, 1960 in Austin. He preceded her in death.
Elisa graduated from Texas School for the Deaf in Austin and was a member of the Association for the Deaf.
At time of death, survivors included one sister, Gwendolyn Brooks Thompson of Graham and one brother, Lewis Wilson Brooks, Jr. and wife, Faye of Gardendale, Texas.
In addition to her husband and parents she was preceded in death by a sister, Wilma Brooks Sims and a brother, Russell Thurman Brooks.
