James David Watters was the son of Henry Godfrey Watters and Mary Clendenin Watters. He grew up on the Watters farm built by his great-grandfather in the 1700's. Located beside the Watters Meetinghouse at Deer Creek, the Watters homestead was frequently visited by Francis Asbury and many of the early Methodist circuit riders.

James D. Watters served with the First Regiment of the Confederate cavalry during the Civil War. His brother, Dr. John H. Watters, was a surgeon with the Confederate Army.

After the Civil War, James D. Watters began to practice law in Harford County. He is best remembered as having served for 32 years as a circuit court judge for the 3rd judicial district of Maryland.
