Herbert Franklin Norton is the fifth child of Phineas Manwarren II & Anna E May "Annie" Wallace Norton. On 13 Feb 1913 he married Bertha Annie Chandler, daughter of William Tupper and Rosa Gertrude Hicks Chandler. Together they had two daughters, Gertrude Rose and Bula Maxwell Norton. In the 1910 U S Federal Census Herbert is listed as a Lobsterman. Herbert died in 1953 and is interred in Greenwood Cemetery.
