Clem was the oldest of two sons of John Manley. He met and married Vivian in the Mobile, Ala area. He fathered and helped raise 12 children with Vivian in Baton Rouge working with Baton Rouge Electric and Transport co. Later it became Baton Rouge Bus until his retirement in 1968.
