Civil War Union Army Officer. Served during the Civil War as Major of the 1st Massachusetts Volunteer Cavalry. He became Provost Marshal of XXV Army Corps, and was the first Federal soldier to enter Richmond, Virginia upon its fall on April 3,1865. He then raised the first union flags over the Virginia Capitol building.
