He was a son of William Franklin Jenkins VI and Lillian Garner Jenkins, and brother to Edward, Lillian Loretta, Alice Ada, and Dorothy Ida Jenkins. He was the fater of William and Robert.
I do not know very much about him at this time, but will add this memorial in the hopes I will learn more about him, and add more to this memorial in the future.
His WWII draft data says he had blue eyes, brown hair and was 5'7". It claims he was born in Lansdale, which does not match what is known of his parents' residence around that time, when they were in New Hope.
The SSDI tells us:

Within the family, he was known affectionately as "Uncle Willy" and was my grandmother's brother. He passed, like his father and sister, of cancer, which apparently began as lung cancer and which then spread.
