Richard was born in Cornwall, England, son of John and Ann (Trescothick) Wills. He married Jane Bargwenna July 19, 1812, in Gwennap, Cornwall, England. Richard was a stone mason. Five children were born to this union; Jane, William, Henry, John and Frances Mary.
Jane died sometime between 1841 and 1851. On the 1851 census, Richard is living with his daughter Frances Rule's family.
Richard immigrated to the USA in June 1855 aboard the "Harvest Queen." On the July, 1855 IL state census, he was living with his daughter, Jane Arthur's family in Scales Mound, IL. Richard died in 1856.
