Civil War Union Army Soldier. Served as a Private in the Commonwealth Independent Company Heavy Artillery, which was organized at Philadelphia on April 24, 1861. It served garrison duty at Fort Delaware, and was mustered out August 5, 1861.

He later served as a Corporal in Robertson's Independent Battery, Pennsylvania (1862) Militia.

Brother of Antony A. Clay of the 58th Pennsylvania Volunteer Infantry.

Son of Joseph Ashmead Clay.
