Louise was the daughter of Rev. Uriah H. and Ann Shipley. Based on census records, Louise was the youngest of eleven children.She is on the 1860 and 1870 census In Douglas County Missouri living with her father, Uriah Shipley. On the 1880 census , she is living in Conway County Arkansas, age 27, and married to Issac Lemul Franks, age 28. Their Children are listed with them, Charlotte age 8, William S. age 6, James H. age 4, and Joseph age 2. They are in Lick Mountain township, Center Ridge, Arkansas. In 1900 they are on the Caldwell County Census in Texas. On this census Louise is 47 and Issac 48.By 1910, they are parents on 13 children and all are still living. On the 1920 census and 1930, Caldwell County, they are living with son, Arthur 22 and his wife Nona.
She married Isaac Lemuel Franks in Arkansas on February 5, 1872.
Together they had thirteen children. The first eight were born in Arkansas, and the last five in Caldwell Co., Texas. They were: Emma Franks) McCarley, William Sterling Franks, James Henry Franks, Joseph Valentine Franks, Cynthia Mary Ann Franks, Della (Franks) Lewis, Tommie Oliver Franks, Jessie Langford Franks, Allie David Franks, Elmer Armfield Franks, Sanford Lemuel Franks, Lallie Beatrice (Franks) New, and Arthur Benton Franks.
