The son of Joel & Leah (Bushong) Bair, in 1860 he was a farmer living with his family in Leacock Township, Lancaster County, Pennsylvania.

A Civil War veteran, he first enlisted in Lancaster August 5, 1862, mustered into federal service there August 11 as a private with Co. B, 122nd Pennsylvania Infantry, and honorably discharged with his company May 15, 1863. He then enlisted in Philadelphia July 24, 1864, mustered into state service there July 26 as a corporal with Co. E, 1st Pennsylvania (Stewart's) Battalion, and honorably discharged sometime between November 10 and 14, 1864. He last enlisted and mustered into federal service at Lancaster February 14, 1865, as a sergeant with Co. F, 195th Pennsylvania Infantry, and honorably discharged with his company January 31, 1866.

He married Rachael Elizabeth Diller December 26, 1865, in New Holland and fathered Ivan Diller (b. 12/13/66), Clayton Roland (b. 03/26/69), Cora Lucinda (b. 01/23/71 - married John B. Miller), Cecelia Amanda (b. 06/23/72 - married Norman F. Gutekunst), Mary Jane (b. 09/09/74 - married Milby Martin Supplee), Emma Elizabeth (b. 04/09/77 - married John Landis Herr), George Luther (b. 08/29/79, d. 11/??/82), Elva Gertrude (b. 09/20/83), and Anna Leah (b. 08/29/85).
