Hugh McClellan was born on 19 January 1852, in Catlettsburg, Boyd, Kentucky, his father, John McClelland, was 28 and his mother, Martha Jane Rouse, was 25. Hugh married Mary Eveline Childers on 25 December 1873, in Catlettsburg, Boyd, Kentucky. Soon after the small family moved west to Arkansas. Records note that Hugh did not continue to spell the last name with a 'd' at the end. No explanation has been found. Hugh and his boys were well known in the area. In November 1914 he was reappointed Deputy Sheriff and Night Jailer of Franklin County by J.D. McIlroy, Sheriff. At one time Mary owned and operated a boarding house to accommodate the rail road workers and coal miners. As of 2015, a portrait of Hugh still hangs in office of the Ozark Spectator.

Father of at 6 sons and 3 daughters. Hugh and Mary lived in White Oak, Franklin, Arkansas in 1880 and Boston Township, Franklin, Arkansas in 1900. In 1925, at the age of 73, his occupation is listed as city of Ozark Marshall. He died on 28 July 1929, in Ozark, Franklin at the age of 77, and was buried in Highland Cemetery, Ozark.
