Perry Franklin Starnes was the son of Frederick and Lockey Jane Powers, Starnes. He was united in marriage to Miss Sarah Ellen Barnes June 21, 1877, in Lebanon, Laclede, Mo. To this union was born ten children; eight sons and two daughters, all of whom were living at the time of his death. His wife, Sarah died June 1, 1903.
