Ottie Barrett was a 1928 graduate of Sam Houston State Teachers College (now State University). As a student Barrett managed the school supply store (the "Y") and became its full-time manager after graduation. Barrett also was the Assistant Business Manager under Clifton Parkhill, becoming Business Manager following Parkhill's death.

Barrett was an active citizen of Huntsville, serving as President of the Chamber of Commerce, Scoutmaster, and as an active member of First Methodist Church. He and his wife also owned and operated the Ball and Barrett Department store in downtown Huntsville and, later, Barrett's Hardware Store in downtown Huntsville.

Barrett married Annavieve Fraser.

A student residence (built 1960) was later named in his honor.
