Dorothy was a native Washingtonian and after her marriage to Arch Sams they lived most of their lives in the Columbia River Gorge. She at one time was a community postmaster, was a charter member of the Skamania County Historical Society when it formed in 1959 and during her term as society president in 1973 she was instrumental in the society founding a museum. That museum has since grown into the Columbia Gorge Interpretive Center Museum. She was long active in the Cape Horn Grange and was an active in the campaign which resulted in a new public library for Stevenson in the 1960s.
