William H. Spencer was a Civil War soldier. He enlisted in Company H. 22nd Regiment North Carolina Infantry State Troops on June 1, 1861 at 16 years of age was captured by Union forces at Falling Waters, Maryland. He was imprisoned in the Capitol Prison in Washington, D.C. and was transferred to Point Lookout, Maryland, on Aug. 8, 1863.

On April 28, 1864, he enlisted in the United States Volunteers in Company E, 1st Regiment. He described himself as being 5 feet 11 and 3/4 inches tall, light complexion, hazel eyes, and dark hair. He returned to North Carolina after he was discharged at Fort Levenworth, Kansas, on November 27, 1865.
