William was the youngest of nine children of Michael and Ellen Kilroy of Lambertville. Ellen's maiden name is unknown. William grew up in Lambertville but followed his brother, Dr. James J. Kilroy, to Washington about 1907 and lived there for the rest of his life.
He wed Susannah Elizabeth Masterson Kilroy in 1903 in Lambertville. The couple had three children, Mary Elizabeth in 1904, Kathleen Marie in 1909 and William Paul Jr. in 1913.
William Sr. was a boilermaker at the Navy Yard in Washington.
He was a member of the Knights of Columbus.
