It mentions that he was born in South Carolina, came to the Rough Edge area of Talbot Co., GA with his family about 1842. "About 1873, he moved to Talbotton and bought the old Claiborne Hotel on the courthouse square. It was his home when he died June 1, 1913. The Talbotton New Era called him one of the town's oldest citizens, and a man whom people knew affectionately as "Uncle Billy," and regarded as a "remarkably active old man." For years he was town Marshall, and his night duties included the lighting of the oil burning street lamps on the square.
