John was born and raised in Tecumseh, Johnson Co., Nebraska. He came to Hanford about 1892 to study law with his brother Rowen Irwin. He was admitted to the California bar April 29, 1899. He married Elizabeth Jones of Tecumseh, Nebraska in 1902. He was elected District Attorney in 1907 and served two terms. In 1917, he was elected California State Senator serving two terms. He was a member of the Elks, Knights of Pythias and had been secretary of the Lakeside Ditch company for over thirty years.

Mr. Irwin, chairman of the Democratic Central committee of Kings County, was returning home after an all day conference with Democratic leaders of the Valley when he was involved in a minor automobile accident near Fresno. Getting out of his vehicle to inspect the damage to his car, Irwin was struck down by a passing motorist. He was taken to a Fresno hospital where he died four hours after the mishap.

John and Elizabeth had two daughters; Berneita who married Lewis Musick and Geraldine who married Leonard Haag. He also had a son, J. Donovan, born in 1903 and lived only two days.
