In 17 July 1804, Frederick's father, Jean Pierre Chouteau was appointed agent of indian affairs for the District of Louisiana by President Thomas Jefferson. He was charged with giving particular attention to the activities of the Osage tribes.

When Frederick was but a young teen he arrived in the tribal area. When acclimated, he established a trading post on Horseshoe Lake. By 1832 he had moved to a post at the mouth of what is now called Mission Creek where it joins the Kansas River.

Chouteau remained in the area to be an old man, seeing the land of old vanish entirely as the settlers passed Westward through this crossroads. Soon they were sending their cattle to slaughter in enormous droves, right into the heart of Kansas City. Then he saw the railroads elbow their way through the giant herdways.

No doubt he remembered the burial ground where the first of his family & friends were buried. Catholic priests left reminiscences of the place, which was marked by a cross made of two gnarled trees which lay in the summit angle of the river bluff just east of what is now Grand Avenue
