Bill was born April 4, 1918, in Carrollton, the son of Fred and Beulah Pegram Fishback. He married Virginia Thompson in 1947. After the death of Ginny in 1988, Bill married Frances (Kistler) Mehl in 1992 in Jacksonville.
Bill was the personnel director for the State Department of Public Aid and retired in 1977. He was a member of First Presbyterian Church in Jacksonville, Prairie Council on Aging in Jacksonville and past president of Illinois Welfare Association.
He served in the U.S. Army during World War II and received a Silver and Bronze Star and a Purple Heart.
