Son of Francis Marion Blevins and Mary Ann Blevins Blevins. He was the brother of Ulysses Grant Blevins (1868-1945), Thomas Schooler Colfax Blevins (1869-1945), Lonzo Burbridge Blevins (1870-1939), Solomon Joshua Blevins (1872-1954), Chloe Martha Ann Blevins (1873-1946), Jesse Andrew Blevins (1876-1958), Margaret Blevins (1878-1950), Robert Johnson Blevins (1881-1943), and William Francis "France" Blevins (1881-1967).


He was married multiple times, some ending as the result of death and others in divorce. His last marriage to Rhoda White ended in divorce. According to the 1940 U.S. Census taken in Logan, WV, where he and Rhoda were residing, they had the following children; Willie Blevins (1923), Robert Blevins (1924), Dolly Blevins (1926), Jessie Blevins (1928), John Blevins (1932), Julie Blevins (1934), and M.C. Blevins (1937).
