James E. Blackwell was born in Virginia. He became an architect working in Washington, DC and Rochester, NY. He moved to Washington in the early 1890's, working with Robert Robertson in Tacoma, Seattle, and Portland, OR until 1904. In 1910 he formed a partnership with Frank Lidstone Baker until 1914. From 1917 until a year before his death he worked on his own.

He married Lula Virginia McLean in 1880 in Virginia and was the father of two children, Wilmer C. Blackwell and Frances Grayson Blackwell. Lula passed away in 1886, and James remarried in 1892 to Eleanor Riggs. With Eleanor he had two children, Lenore Riggs Blackwell and Lewis Riggs Blackwell.
